- Require enough volume, a stable seven-day trend, and local booking capacity before recommending more spend.
- Treat reach and frequency as non-additive diagnostic metrics; never total them across campaigns or locations.
- Prepare budget changes only when incremental, location-level completed-customer economics beat the alternative and remain inside the 15% cap.
- Withhold every budget recommendation when the conversion journey, service map, or UTM continuity fails its trust rule.
